"Obviously, I am delighted that my Patients' Protection Bill completed all its stages in the House of Lords on 5th September 2003.
"Thousands of elderly sick, frail or disabled people are extremely anxious for the Bill to become law, for at the moment they fear going into hospital.
"I earnestly hope that the Bill will pass in the House of Commons, to which it has now gone."
